PM Youth Loan Eligibility & Required Documents 2026

You are eligible for the PM Youth Business and Agriculture Loan Scheme (PMYB&ALS) if you are a Pakistani citizen aged 21 to 45, hold a valid CNIC, have no active loan default on any bank in Pakistan, and have a workable business idea or existing small business. IT and e-commerce applicants may apply from age 18. Government employees are not eligible. Applications are submitted online only through the official portal at pmybals.pmyp.gov.pk — no physical form is required at any stage. Pmyp

What Is PMYB&ALS?

PMYB&ALS promotes entrepreneurship among Pakistani youth by providing business loans on simple terms with less markup through 15 commercial, Islamic, and SME banks. Loans range from Rs. 100,000 up to Rs. 7.5 million across three tiers, according to the official portal at pmybals.pmyp.gov.pk, updated March 2026. For a full scheme overview covering loan tiers, markup rates, and what happens after your bank visit, read our PMYB&ALS / Kamyab Jawan Complete Guide 2026. Pmyp

PM Youth Loan Eligibility Criteria 2026

The eligibility check runs automatically the moment you enter your CNIC on the portal. Your CNIC is verified instantly against NADRA records and the State Bank of Pakistan credit database. Every condition below must be met before you apply. Missing even one condition results in an automatic rejection at the portal stage or at the bank stage.

Age Requirement

All citizens holding a CNIC aged between 21 and 45 years with entrepreneurial potential are eligible. For IT and e-commerce related businesses, the lower age limit is 18 years. Bank AL Habib

For partnerships and companies, only one of the owners, partners, or directors must fall within the prescribed age bracket, according to Bank Al Habib’s official PMYB&ALS page. The age condition applies to individual applicants and sole proprietors in full.

Citizenship and CNIC

The scheme is only for resident Pakistanis. Your CNIC must be valid, active, and registered with NADRA. An expired CNIC, a CNIC under a NADRA block, or a CNIC with a pending update will be rejected at the portal entry stage before you can fill a single field. Renew your CNIC at the nearest NADRA office before applying if there is any doubt about its status. Pmyp

Credit History

No active loan default on any bank or financial institution in Pakistan is permitted. This includes defaults you may have forgotten — a small personal loan from years ago, a credit card balance left unpaid, or a guarantee you signed for someone else who later defaulted. Many applicants discover a credit issue only when the portal rejects their CNIC. Check your credit record at sbp.org.pk before opening the portal. Resolving a credit default takes time, and applying before resolving it wastes your application.

No Existing PMYB&ALS Loan

You cannot hold an active Kamyab Jawan or PMYB&ALS loan in your name while applying for a new one. If a previous loan under this scheme is still running and repayments are ongoing, you are not eligible until that loan is fully repaid.

Business Requirement

A workable business idea or an existing small business is required for all tiers. You do not need a registered company — sole proprietors, partnerships, and registered companies all qualify. New businesses and existing businesses are both accepted. You must have a business feasibility study prepared before applying. Without it, you cannot complete the document upload section of the application form.

Agriculture applicants must have verifiable farming land or a signed tenancy agreement with the landlord’s CNIC copy available.

Government Employees

Government employees are not eligible to apply under this scheme. This covers federal and provincial government jobs, government-owned corporation employees, and public sector employees of any kind. Pmyp

Education Requirement

There is no general requirement of minimum educational qualification, though it will be a favourable consideration for decision making by banks. For IT and e-commerce related businesses, at least matriculation or equivalent education is required. In practice, applicants in other sectors who have relevant diplomas, vocational certificates, or trade training report a smoother bank assessment — attach them if you have them. PmypBank AL Habib

Women Applicants

Twenty-five percent of total loans are reserved for women to encourage and support female entrepreneurship. First Women Bank gives priority processing to female applicants across all three tiers, according to paksinfo.com’s Kamyab Jawan Complete Guide. Women applying under any business category are encouraged to apply — the quota means female applicants face less competition for available funds. Cmscheme

Required Documents for PM Youth Loan 2026

Documents are needed at two stages: the online application at pmybals.pmyp.gov.pk, and the in-person bank branch visit after your application is forwarded to a partner bank. Prepare everything below before you open the portal — the application has no save-and-resume function.

Documents for the Online Application

These are the items you upload directly at pmybals.pmyp.gov.pk during the application. Each file must be saved on your phone or device before you begin.

CNIC — front and back as two separate clear photographs. Each image under 2MB. Poor lighting or blur causes upload failure.

Your photograph — a recent clear face photograph. Under 2MB. Plain background preferred.

National Tax Number (NTN) — your NTN from the Federal Board of Revenue. If you do not have one, register free at fbr.gov.pk before applying. The application form requires your NTN at the personal details stage. You cannot proceed without it. Pmyp

Business feasibility study — saved as a PDF or clear image file under 2MB. This is the document most applicants are missing when they open the portal. It must describe what your business does, how you will use the loan, your expected monthly income, and your repayment capacity. Without a feasibility study, the upload section cannot be completed and your application cannot be submitted.

Consumer ID of the electricity bill of your current home address — the Consumer ID printed near the top of your home electricity bill. Consumer ID of the electricity bill of your current office address, if applicable. PmypPmyp

Complete registration number of any vehicle registered in your name, if applicable. Leave the vehicle field blank if no vehicle is registered in your name. Pmyp

Documents for the Bank Branch Visit

After online submission, a partner bank in your district contacts you within 7 to 15 working days to schedule a branch visit. Bring originals and one clear photocopy of each item below to that visit.

Original CNIC — front and back. Banks do not accept photocopies without the original present.

Two recent passport-sized photographs. Standard size, white background.

NTN certificate or FBR registration printout.

Business feasibility study — printed or on your phone. The bank officer reads this during your assessment interview. A SMEDA-prepared feasibility report is accepted by all 15 partner banks without question and is provided free at any SMEDA office across Pakistan. If your feasibility study was prepared independently and the bank questions it, a SMEDA report resolves the issue immediately. For the full process and city-wise SMEDA office list, read our SMEDA Business Plan for PM Youth Loan 2026 guide.

Proof of business address — a utility bill, rental agreement, or ownership document for your business premises. Must not be older than 3 months at the time of your bank visit. This is a common rejection point — an old utility bill or a mismatch between your stated business address and the proof document delays the process.

Bank statement for the last 6 months if you have an existing bank account. New applicants with no prior account history can ask the bank about the alternative documentation they accept.

Agriculture applicants — land ownership documents or a signed tenancy agreement with the landlord’s CNIC copy attached.

Additional Documents for Specific Applicant Categories

For IT and e-commerce applicants: a copy of your matric certificate or equivalent qualification, as education is mandatory for this category.

For existing businesses: business registration certificate, sales tax registration if applicable, and recent sales or income records showing turnover.

For applicants seeking Tier 3 (Rs. 1.5 million to Rs. 7.5 million): collateral documentation — title deed of immovable property or proof of liquid security such as a savings certificate. The bank determines the exact collateral requirement at the branch assessment stage.

How Your Eligibility Is Checked — What Happens When You Enter Your CNIC

Understanding what the portal checks helps you avoid a wasted application. The moment you enter your 13-digit CNIC on the portal, three checks run simultaneously.

NADRA verification confirms your CNIC is valid, active, and registered. An expired or blocked CNIC produces an immediate error message at this stage.

SBP credit database check confirms you have no active loan defaults. This check is instant and automatic. If a default exists, you see an error message before reaching the application form. In practice, applicants who are listed as guarantors on a defaulted loan are also blocked here — even if the loan was not their own. Check your credit status at sbp.org.pk before applying.

Duplicate application check confirms no active PMYB&ALS loan already exists under your CNIC. If one does, the portal blocks entry until the existing loan is cleared.

How to Check If You Are Eligible Before Applying

Go to sbp.org.pk and check your credit record before opening the PMYB&ALS portal. This is a free service. If your record is clean and you meet the age, citizenship, and business conditions listed above, you are ready to apply.

Once you have confirmed eligibility and prepared all documents listed in this article, go to our PM Youth Loan Apply Online — Step-by-Step 2026 guide for the complete screen-by-screen portal walkthrough. It covers every field, every upload, every error message, and what to do if the OTP does not arrive.

What to Do If the Portal Rejects Your CNIC

If the portal rejects your CNIC at entry, read the error message exactly. Do not close the page until you have noted the full text of the error.

“CNIC not found” or “CNIC verification failed” means there is an issue with your CNIC record at NADRA. Visit the nearest NADRA office with your original CNIC and ask for a verification. Common causes are an expired CNIC, a CNIC that was never digitised into the NADRA database, or a name mismatch from an old record.

“Credit default found” means the SBP database has flagged a loan default under your CNIC. Contact the relevant bank directly to resolve the default before reapplying. A cleared default does not always update instantly in the SBP database — allow 30 to 60 days after resolution before reapplying.

“Application already exists” means a previous application or an active loan is already linked to your CNIC. Log in at pmybals.pmyp.gov.pk using your CNIC and reference number to check the status of that application. If you never applied and this message appears, call the Kamyab Jawan helpline at <a href=”tel:08002647″>0800-26477</a> (free from Jazz, Zong, Telenor, and Ufone) to investigate.

FAQ

What is the age limit for the PM Youth Loan?

The age limit is 21 to 45 years for all general business and agriculture applicants, according to the official PMYB&ALS portal at pmybals.pmyp.gov.pk. For IT and e-commerce businesses only, the minimum age is 18 years with at least a matric qualification. The age condition applies at the time of application submission.

Can I apply if I have a previous loan default?

No. Any active loan default on any bank or financial institution in Pakistan disqualifies you automatically. The portal checks the State Bank of Pakistan credit database the moment you enter your CNIC. Resolve the default first, then allow 30 to 60 days for the database to update before applying.

Is a business feasibility study really required for all tiers?

Yes, including Tier 1. The feasibility study is required for the online upload section and again at the bank branch visit. Without it, you cannot complete the application. SMEDA prepares a complete feasibility study free of charge at any SMEDA office across Pakistan — their report is accepted by all 15 partner banks without further questions. Read our SMEDA Business Plan guide for the full process.

Can women apply and is there a special quota?

Yes. Women can apply across all three tiers and all business categories. Twenty-five percent of total PMYB&ALS loans are reserved for women entrepreneurs, according to the official scheme details. First Women Bank gives priority processing to female applicants. Women applying in any district are encouraged to apply early as the dedicated quota is filled on a first-come basis.

Do I need an NTN before applying?

Yes. Your National Tax Number from the Federal Board of Revenue is required in the personal details section of the online application. Without it, the form does not proceed. NTN registration is free and takes a few minutes at fbr.gov.pk using your CNIC and registered mobile number. Complete NTN registration before opening the PMYB&ALS portal.

What documents must I bring to the bank branch visit?

Bring original CNIC with one photocopy, two passport photographs, your NTN certificate, your printed or digital feasibility study, business address proof not older than 3 months (utility bill or rental agreement), and 6 months of bank statements if you have an existing account. Agriculture applicants must also bring land ownership documents or a signed tenancy agreement with the landlord’s CNIC copy. Full details are in the document section above.

Can I apply if my business is not registered yet?

Yes. The scheme accepts both registered and unregistered businesses. Sole proprietors with an informal business may apply without formal registration papers. The feasibility study is the core business document the bank assesses — not a registration certificate. That said, Tier 3 applicants seeking Rs. 1.5 million or above are typically asked for more formal business documentation at the bank stage.
