PM YOUTH LOAN GUIDE

PMYB&ALS / Kamyab Jawan — Complete Guide 2026

PMYB&ALS — the PM Youth Business and Agriculture Loan Scheme, widely known as Kamyab Jawan — provides government-backed loans from Rs. 100,000 up to Rs. 7.5 million to Pakistani citizens aged 21 to 45 who want to start or grow a small business or agriculture operation. Applications are submitted online at pmybals.pmyp.gov.pk and processed through 15 partner banks including HBL, NBP, MCB, Bank Alfalah, and UBL across Pakistan. The scheme runs three tiers — Tier 1 is completely interest-free, Tier 2 carries a 5% annual markup, and Tier 3 carries a 7% annual markup, according to the official Kamyab Jawan portal updated March 2026.

What Is PMYB&ALS — Kamyab Jawan?

PMYB&ALS is a federal government financing programme run by the Prime Minister’s Youth Programme (PMYP) and delivered through partner commercial and Islamic banks in every province of Pakistan. It covers both business loans and agriculture loans under one single application platform — making it the largest youth-focused government loan programme currently active in Pakistan. The loan amount is disbursed directly into the applicant’s bank account after approval. No agent is involved at any stage. No fee is charged anywhere in the process.

Who Can Apply — Eligibility

According to pmybals.pmyp.gov.pk, updated March 2026, every applicant must meet all of the following conditions:

  • Valid Pakistani CNIC registered with NADRA
  • Age between 21 and 45 years at the time of application
  • For IT and e-commerce businesses only, minimum age is 18 years
  • No active loan default on any bank or financial institution in Pakistan
  • No existing Kamyab Jawan or PMYB&ALS loan already running in your name
  • A workable business idea or an existing small business — a basic feasibility study is required for all tiers
  • Agriculture applicants must have verifiable farming land or a signed tenancy agreement

The eligibility check runs automatically the moment you enter your CNIC on the portal. Your CNIC is matched instantly against NADRA records and the State Bank of Pakistan credit database. Many applicants are surprised to find they are blocked due to a credit default they were unaware of — a small unpaid loan or a guarantor default from years ago can disqualify you. Check your credit status at sbp.org.pk before applying.

For the complete eligibility checklist — including income limits, business categories, and a step-by-step guide to checking whether you qualify before you apply — read our PM Youth Loan Eligibility & Required Documents guide.

Required Documents

Bring originals and one photocopy of each to your bank branch:

  • Original CNIC — front and back
  • Two recent passport-sized photographs
  • National Tax Number (NTN) certificate or FBR registration proof
  • Business feasibility study or SMEDA-prepared business plan
  • Proof of business address — utility bill, rental agreement, or ownership document not older than 3 months
  • Bank statement for the last 6 months if you have an existing bank account
  • Agriculture applicants: land ownership documents or tenancy agreement with the landlord’s CNIC copy attached

The feasibility study is the document most applicants get wrong. A SMEDA-prepared feasibility report is accepted by all 15 partner banks without question and is provided completely free of charge at any SMEDA office across Pakistan. Before your bank visit, read our SMEDA Business Plan guide — it covers what SMEDA prepares for you, what to bring when you visit, and where every SMEDA office is located city by city.

PMYB&ALS Loan Tiers — How Much Can You Get?

The scheme has three tiers. Your tier depends on your business type, funding need, and the strength of your business plan. All figures are sourced from pmybals.pmyp.gov.pk, March 2026:

TierLoan AmountMarkup RateMaximum Repayment
Tier 1 — T1Rs. 100,000 to Rs. 500,0000% — interest-free3 years
Tier 2 — T2Rs. 500,001 to Rs. 1.5 million5% per year5 years
Tier 3 — T3Rs. 1.5 million to Rs. 7.5 million7% per year8 years

Tier 1 requires no collateral — making it the right starting point for first-time applicants with a small business idea. Tier 2 and Tier 3 carry a grace period of up to 6 months on principal repayment, meaning markup payments begin from day one but repayment of the loan amount itself starts after 6 months.

Banks assess your business plan before deciding whether to approve your full requested amount or a lower amount within the same tier. Most first-time applicants start at Tier 1 and move up in a later application after showing clean repayment history.

For a full breakdown of monthly repayment calculations, which tier suits which business type, and how the bank makes its tier decision — read our PM Youth Loan Tiers — T1, T2, T3 Amounts guide.

How to Apply for PMYB&ALS — Complete Step-by-Step

The application runs in two stages: online registration at pmybals.pmyp.gov.pk, followed by a physical bank branch visit. Both stages are required. Completing the online form alone does not secure your loan — the bank visit is where the final assessment and approval happen.

Stage 1 — Online Registration at pmybals.pmyp.gov.pk

  1. Open your browser and go to pmybals.pmyp.gov.pk — confirm the URL ends in .gov.pk before entering any personal information.
  2. Click “Apply Now” on the homepage.
  3. Enter your 13-digit CNIC number — no dashes, no spaces. Example: 3520112345678.
  4. Enter your mobile number — use the SIM registered on your own CNIC.
  5. An OTP arrives by SMS within 2 minutes. Enter it on the screen before it expires.
  6. Fill in your personal details: full name as on CNIC, date of birth, province, district, tehsil.
  7. Select your loan tier — T1, T2, or T3 — based on how much your business needs.
  8. Select your business category: manufacturing, services, trade, agriculture, or IT and e-commerce.
  9. Upload your CNIC scan front and back, your photograph, and your feasibility study. Each file must be under 2MB.
  10. Review every detail carefully before submitting — errors at this stage delay your application by weeks.
  11. Submit the form. A reference number appears on screen — save it immediately. You will need it to track your status and to call the helpline.

Stage 2 — Bank Branch Visit

  1. Within 3 to 5 working days, your application is forwarded automatically to a partner bank in your district.
  2. The bank contacts you by SMS or phone call within 7 to 15 working days to schedule your branch visit.
  3. Go to the branch with your original CNIC and all documents listed above.
  4. A bank officer conducts a short interview about your business plan and repayment capacity.
  5. The bank completes its credit and business assessment — this takes 20 to 45 days.
  6. Loan approval or rejection is sent by SMS to your registered mobile number.
  7. If approved, the loan is disbursed into your designated bank account within 5 to 7 working days.

In practice, applicants who visit their nearest SMEDA office before submitting online report far fewer rejections at the bank stage. SMEDA staff review your documents and business plan at no cost, correct any gaps, and prepare a feasibility study that every partner bank accepts without further questions. Read our SMEDA Business Plan guide for the full process and city-wise SMEDA office list before your visit.

Which Banks Process PMYB&ALS Applications?

These 15 banks are currently processing Kamyab Jawan applications across Pakistan, according to pmybals.pmyp.gov.pk, March 2026:

Commercial Banks: HBL, NBP, MCB, UBL, Bank Alfalah, Allied Bank, Askari Bank, Habib Metropolitan Bank, Bank of Punjab, Silk Bank

Islamic Banks: Meezan Bank, BankIslami, Dubai Islamic Bank

Specialised Banks: SME Bank, First Women Bank

First Women Bank gives priority processing to female applicants across all three tiers. Bank of Punjab prioritises applicants from Punjab province. Meezan Bank and BankIslami process applications on a fully Shariah-compliant basis — the markup is structured as a service fee rather than interest, which matters for applicants who prefer Islamic financing.

What Happens After You Submit?

After online submission, your application moves through this timeline:

  • Day 1 to 3 — PMYP system verifies your CNIC against NADRA records and SBP credit database
  • Day 3 to 7 — Application forwarded to a partner bank in your district
  • Day 7 to 20 — Bank contacts you to schedule your branch visit
  • Day 20 to 45 — Bank conducts credit assessment and business plan review
  • Day 45 to 60 — Loan decision sent by SMS to your registered number
  • After approval — Disbursement within 5 to 7 working days

Tier 3 applications take longer — sometimes up to 90 days — due to the higher loan amount and more detailed assessment. Applicants in cities with more partner bank branches typically move through the process faster than those in smaller towns.

You can track your application at any point after submission using your CNIC and reference number. Our PM Youth Loan Application Status Check guide explains every status message — including what “under review,” “forwarded to bank,” “pending disbursement,” and “rejected” each mean, and exactly what to do at each stage.

Solving Problems — What To Do When Things Go Wrong

Portal Not Loading or OTP Not Arriving

Confirm the URL in your browser is pmybals.pmyp.gov.pk exactly. Use only the SIM registered on your own CNIC to receive the OTP. If the OTP does not arrive within 5 minutes, close the browser, wait 10 minutes, and restart the process from the beginning. The portal gets heavy traffic when a new batch opens — trying before 9am gives a noticeably faster experience.

Application Stuck on “Under Review” for More Than 30 Days

Log in to pmybals.pmyp.gov.pk with your CNIC and reference number and check which stage your application has reached. If it shows “forwarded to bank” but the bank has not contacted you after 15 working days, call the Kamyab Jawan helpline at 0800-26477 — free from Jazz, Zong, Telenor, and Ufone. Have your CNIC and reference number ready before calling.

Bank Visit Done But No Decision After 45 Days

Go to the same bank branch in person with your original CNIC and reference number. Ask specifically for the loan officer handling PMYB&ALS cases. If the branch gives no clear update, call 0800-26477 with your reference number — the PMYP helpline can follow up with the bank directly on your behalf.

Documents Declined at the Bank

Banks most commonly decline documents when the feasibility study does not match the selected loan tier or when the business address proof is older than 3 months. Do not resubmit the same documents. Visit your nearest SMEDA office first — staff will correct your documents at no charge and prepare an updated feasibility study that meets the bank’s exact requirements. Our SMEDA Business Plan guide covers what each tier requires in full detail.

Loan Application Rejected

A rejection from the bank is not the end. Every PMYB&ALS rejection has a specific reason — credit default, incomplete business plan, business address mismatch, or age and category issue — and every reason has a specific fix. You can correct the issue and reapply in the next available batch. Read our PM Youth Loan Rejected guide to identify your exact rejection reason and follow the step-by-step process to reapply successfully.

⚠ Fraud Warning

The only official application portal is pmybals.pmyp.gov.pk. The only official helpline is 0800-26477. No agent, WhatsApp group, Facebook page, or third-party website can process your Kamyab Jawan application or guarantee approval. The entire process from online registration to bank disbursement is completely free. Do not pay anyone any fee at any stage.
