What Is the Kissan Card?

The CM Punjab Kissan Card is a digital credit card for farmers — not a cash payment. When you use it at a registered dealer, the card deducts the purchase amount from your approved seasonal credit limit. At the end of the season, you repay the principal amount you spent. The government pays all interest — you pay zero markup.

The card was launched in June 2024 under the “CM Punjab Kissan Card” initiative, developed jointly by the Punjab Agriculture Department, PITB, PLRA, NADRA, and the Bank of Punjab, according to punjab.gov.pk. It digitises agricultural subsidies and ensures loans reach farmers directly without middlemen or cash handling.

Each card is valid for six months — one full crop season. After repayment, the farmer can renew for the next season. The program has already disbursed Rs. 43 billion in agricultural loans across all active phases, according to published Punjab government figures.

Who Is Eligible for the Kissan Card?

All of the following conditions must be met:

  • Permanent Punjab resident with a valid CNIC
  • Own agricultural land between 1 and 12.5 acres — verified through PLRA Fard-e-Malkiyat records
  • Mobile SIM registered against your own CNIC and PMD-verified — SIMs not in your own name fail this check
  • No active bank loan default — a clear eCIB (Electronic Credit Information Bureau) check is required
  • Land records available and updated in the PLRA system — land not entered in PLRA cannot be verified

How Much Loan Do You Get?

How to Apply — Step by Step

Registration is fully online. No office visit required.

  1. Go to 8171.pass.gov.pk on your phone or computer.
  2. Enter your 13-digit CNIC number in the eligibility check field. The system immediately checks whether your CNIC is active in NADRA and whether your land records are in the PLRA database.
  3. If your CNIC passes the initial check, proceed to create your profile.
  4. Upload a clear scan of your Fard-e-Malkiyat — front and back, in good lighting. Blurry uploads are rejected.
  5. Enter your land area, district, tehsil, and village details accurately — these are cross-checked against PLRA records.
  6. Enter your mobile number — it must be the PMD-verified number registered under your CNIC.
  7. Submit your application. You will receive an SMS confirmation if your application is accepted into the verification queue.
  8. After NADRA, PLRA, and eCIB verification is cleared, the Bank of Punjab issues your Kissan Card and delivers it through your nearest BOP branch.

How to Use the Kissan Card at a Dealer

  1. Go to any registered agricultural dealer — dealers participating in the Kissan Card program display official government signage.
  2. Tell the dealer you are purchasing using your Kissan Card.
  3. Select the inputs you need — fertiliser, seeds, or other approved items.
  4. Present your Kissan Card and your CNIC.
  5. The dealer swipes your card through the registered point-of-sale terminal.
  6. You receive an SMS confirmation of the purchase amount deducted from your seasonal limit.
  7. Check your remaining balance by SMS after each transaction.

You can make multiple purchases across different visits and different dealers throughout the season — as long as your remaining balance is above zero.

Repayment — When and How

Your card is valid for six months from the date of issuance. After six months, a one-month grace period begins. You must repay the full amount used during this grace period at any Bank of Punjab branch.

Repayment steps:

  1. Go to your nearest Bank of Punjab branch with your CNIC and Kissan Card.
  2. Tell the counter staff you are repaying your Kissan Card seasonal loan.
  3. Pay the exact amount you spent — no interest, no extra charges.
  4. Get a repayment receipt and keep it.
  5. Once repayment is cleared, your card is eligible for renewal for the next season.

Missing the repayment window makes you a Kissan Card defaulter. Defaulters are ineligible for the Green Tractor Scheme, future Kissan Card seasons, and most other Punjab agriculture programs. Repay on time.

What to Do When Something Goes Wrong

Registration Fails — CNIC Not Found

This usually means your CNIC is not PMD-verified or your SIM is not registered under your CNIC in the NADRA system. Visit any NADRA e-Sahulat centre to verify your CNIC status. For SIM registration, visit any Telenor, Jazz, Zong, or Ufone franchise with your CNIC and ask to verify that your SIM is registered in your own name. After correction, retry the registration at 8171.pass.gov.pk.

Land Record Not Found in PLRA

Visit your nearest Patwari office in your tehsil. Ask for your Fard-e-Malkiyat to be entered or updated in the PLRA digital system. Bring your original land documents — sale deed, inheritance documents, or registry. The Patwari can initiate the PLRA entry. Processing takes 7 to 14 working days. Retry your Kissan Card registration after the PLRA entry is confirmed.

Card Issued but Dealer’s Terminal Not Accepting It

First, confirm the dealer is on the registered Kissan Card dealer list — not every agricultural shop is registered. Find the nearest registered dealer through the portal or by calling your nearest Bank of Punjab branch. If the dealer is registered and the terminal is still rejecting the card, call your nearest BOP branch and report the terminal issue with the dealer’s name and location.

Repayment Made but Card Not Renewed

After repayment, card renewal takes a few working days to process in the BOP system. If more than 5 working days have passed and your card is still not renewed for the new season, visit your nearest BOP branch with your CNIC, Kissan Card, and repayment receipt. Ask the BOP staff to initiate a renewal verification.
