What Is the Punjab Livestock Card?
The CM Punjab Livestock Card is a digital credit facility for livestock farmers — not a cash payment. The card allows you to purchase approved livestock inputs at registered vendors: Wanda (cattle feed), silage, mineral mixtures, veterinary medicines, and vaccinations. The government pays all interest — you repay only the principal amount you spent at the end of the repayment period.
The program is run by the Punjab Livestock and Dairy Development Department (PLDDD) with PITB handling the digital infrastructure and the Bank of Punjab issuing the cards. A complementary Farmer Guidance App has also been launched alongside the card — it gives livestock farmers digital access to veterinary support, animal disease alerts, and management guidance.
The scheme targets small and medium livestock farmers who depend on dairy animals like cows and buffaloes for household income and who have been priced out of quality feed and vet care by rising input costs.
Who Is Eligible for the Livestock Card?
All of the following must be true at the same time:
- Permanent Punjab resident with a valid CNIC
- Own livestock — cows, buffaloes, goats, or poultry — with animals registered under the government’s 9211 animal tagging system
- Animals must have official government tags before the application — untagged animals cannot be included in the loan calculation
- Must not be a defaulter under any other government agricultural support program
- Women livestock owners are explicitly included as an eligible and priority group under the program
Animal Tagging — The Step Most Farmers Miss
Every animal you own must be officially tagged and registered in the government’s 9211 animal tracking system before your Livestock Card application can be processed. This is the step most applicants miss — and it is the reason most applications are delayed or rejected.
Getting your animals tagged is free. Here is how to do it:
- Go to your nearest government veterinary hospital with your CNIC.
- Tell the staff you want your animals tagged for the 9211 system and the Livestock Card application.
- The veterinary team visits your farm or processes the animals at the hospital — official government ear tags are applied to each animal.
- Your animals are registered in the 9211 database linked to your CNIC.
- Once tagging is confirmed, you can proceed with your Livestock Card application.
Do this step first — before starting any online registration. The tagging process can take a few days to appear in the system.
How Much Loan Do You Get?
The loan amount is based on the number and type of animals you own, according to PLDDD program details:
- Rs. 1.35 lakh for small herds
- Up to Rs. 5.4 lakh for larger verified herds
The card is a controlled digital facility — the loan amount is determined after verification of your animal count in the 9211 system. You cannot claim more animals than are registered under your CNIC.
The full amount can be used only for approved livestock inputs — feed, silage, mineral mixtures, medicines, vaccinations, and registered veterinary services. It cannot be withdrawn as cash.
Required Documents
- Valid CNIC
- 9211 animal tagging confirmation — your animals must be registered in the government system before applying
- Active mobile number registered under your own CNIC
- Proof of Punjab residence — CNIC with Punjab address, utility bill, or domicile certificate
How to Apply — Step by Step
- Complete animal tagging at your nearest government veterinary hospital first — see the tagging section above.
- Go to livestock.punjab.gov.pk.
- Find the CM Punjab Livestock Card Registration link on the homepage.
- Enter your 13-digit CNIC number and active mobile number.
- The system verifies your identity against NADRA and checks your 9211 animal registration.
- Complete the registration form — enter your animal count, animal type (cows, buffaloes, goats, poultry), and district details.
- Submit your application and save the confirmation reference number.
- Wait for SMS confirmation of eligibility and card issuance. The Bank of Punjab issues the card after verification is complete.
You can also send your CNIC to 8070 for an SMS-based eligibility status check, according to official Punjab government advertisements for the Livestock Card program.
For any queries, the Livestock and Dairy Development Department’s office is at 16-Cooper Road, Lahore. You can also visit your nearest e-Khidmat Markaz for in-person registration assistance.
The Farmer Guidance App — Digital Veterinary Access
Alongside the Livestock Card, the Punjab government launched the Farmer Guidance App to give registered livestock farmers direct access to veterinary support without waiting for a scheduled visit.
The app provides:
- Real-time veterinary consultation — contact registered vets and request field visits
- Disease alerts — SMS and in-app notifications about animal disease outbreaks in your district
- Livestock management tips — guidance on feed, breeding schedules, and animal health
- Digital record-keeping — store your animals’ medical and vaccination history in one place
Download the app through the official Punjab government app store listing — search “Farmer Guidance App Punjab” on the Google Play Store. Registration uses the same CNIC linked to your Livestock Card.
How to Use the Livestock Card at a Registered Vendor
- Go to any registered feed dealer or veterinary service provider displaying official Livestock Card participation signage.
- Present your Livestock Card and CNIC at the counter.
- Select the approved inputs you need — feed, silage, medicines, or vaccination services.
- The vendor processes the transaction through the registered terminal.
- You receive an SMS confirmation of the purchase amount deducted from your card balance.
- Check your remaining card balance by SMS after each purchase.
What to Do When Something Goes Wrong
Animals Are Not Registered in the 9211 System
This is the most common reason for application rejection. Go to your nearest government veterinary hospital immediately and complete the tagging process. Bring your CNIC and the animals to the hospital or arrange for the veterinary team to visit your farm. Once tagging is done, return to livestock.punjab.gov.pk and reapply. Tagging is free — do not pay anyone who claims to charge for it.
Application Shows Error — CNIC Not Verified
Check that your CNIC is active and not expired in the NADRA system. Visit a NADRA e-Sahulat centre to confirm your status. If your CNIC needs renewal, the process takes 15 to 20 working days — complete it before reapplying. Also confirm that your mobile number is registered under your own CNIC in the NADRA database.
Card Issued but Not Working at a Vendor
Confirm the vendor is on the registered Livestock Card dealer list — not every feed shop is registered. Find your nearest registered vendor through livestock.punjab.gov.pk or by calling the PLDDD contact number. If the vendor is registered and the terminal is still rejecting your card, contact your nearest Bank of Punjab branch with your CNIC and card details.
Feed or Medicine You Need Is Not Available at the Registered Vendor
Ask the vendor to confirm which approved items are currently in stock. If your required feed or medicine is temporarily out of stock, ask when the next delivery is expected or find the next nearest registered vendor in your district through livestock.punjab.gov.pk.
Frequently Asked Questions
How much loan does the Punjab Livestock Card provide?
The loan ranges from Rs. 1.35 lakh to Rs. 5.4 lakh depending on the number and type of animals registered under your CNIC in the 9211 system, according to PLDDD program details. The exact amount is calculated after verification of your animal count — you cannot receive more than what your registered animals justify.
Is the Punjab Livestock Card loan really interest-free?
Yes. The Punjab government absorbs all interest and markup charges. You repay only the principal amount — the exact total of what you spent on the card — according to the official CM Punjab Livestock Card program terms. No extra charges, no hidden fees.
Can women apply for the Punjab Livestock Card?
Yes. Women livestock owners are explicitly listed as a priority eligible group under the CM Punjab Livestock Card program. A woman who owns cows, buffaloes, or goats with a valid CNIC and Punjab address can apply on the same terms as male applicants.
What is the 9211 system and why is animal tagging required?
The 9211 system is the Punjab government’s official livestock tracking database. Every animal in Punjab registered under a farmer’s CNIC is given an official ear tag and entered into the 9211 system. The Livestock Card uses this database to verify how many animals you own and to calculate your card limit. Animals not in the 9211 system cannot be counted toward your loan amount. Tagging is done free of charge at any government veterinary hospital.
Can I use the Livestock Card to pay for a private veterinarian?
The card can only be used at registered veterinary service providers approved under the Livestock Card program. Private clinics not on the registered list do not accept the card. Use the Farmer Guidance App to find registered vets in your area who accept Livestock Card payment.
