PM Youth Loan Apply Online — Step-by-Step 2026

You can apply for the PM Youth Business and Agriculture Loan Scheme online at pmybals.pmyp.gov.pk — the official portal run by the Prime Minister’s Youth Programme. The application takes 20 to 30 minutes on a mobile phone and requires your CNIC, NTN, a mobile number registered on your own CNIC, and a business feasibility study saved as a PDF or image file. Once you submit, a partner bank in your district contacts you within 7 to 15 working days to schedule your branch visit — the in-person branch visit is the second and final stage of the process.

What Is PMYB&ALS?

The PM Youth Business and Agriculture Loan Scheme (PMYB&ALS), also known as Kamyab Jawan, provides loans from Rs. 100,000 up to Rs. 7.5 million to Pakistani citizens aged 21 to 45 who want to start or grow a business or agricultural venture, according to the official PMYB&ALS portal at pmybals.pmyp.gov.pk. IT and e-commerce applicants may apply from age 18. The scheme runs through 15 participating commercial, Islamic, and SME banks across Pakistan.

For the complete scheme overview — who qualifies, what documents are required, and what happens after your bank visit — read our PMYB&ALS / Kamyab Jawan Complete Guide 2026.

Before You Open the Portal — Documents to Prepare

Do not open pmybals.pmyp.gov.pk until every item below is ready on your phone or device. The portal does not allow you to save a half-completed application and return later. Starting without your documents forces you to restart from the beginning.

You need:

CNIC — your 13-digit CNIC number ready to type. Keep the physical CNIC in hand for reference when filling address fields.

Mobile number on your own CNIC — the SIM registered under your own CNIC name. This number receives your OTP verification code. A family member’s SIM, or any SIM not registered to your CNIC, will not receive the correct OTP and your verification will fail.

NTN (National Tax Number) — your NTN from the Federal Board of Revenue. If you do not have one, register free at fbr.gov.pk before applying. The application form requires it.

Business feasibility study — saved as a PDF or clear image file, under 2MB. This is the document most applicants are missing when they open the portal. It must describe your business plan, projected income, and how you will use the loan. If you do not have one, read our SMEDA Business Plan for PM Youth Loan 2026 guide before proceeding.

CNIC scan — a clear photograph of the front and back of your CNIC. Each image under 2MB. Poor lighting or blurry images cause upload failures.

Your photograph — a recent, clear face photograph. Under 2MB. Plain background preferred.

Electricity bill Consumer ID — the Consumer ID printed on your home electricity bill. For existing businesses, also have the Consumer ID of your office address bill.

Stable internet connection — the portal times out on very slow connections. Use WiFi or 4G mobile data. Avoid applying on 2G or during network congestion.

Not sure whether you qualify before you apply? Check our PM Youth Loan Eligibility and Required Documents guide first.

How to Apply at pmybals.pmyp.gov.pk — Step by Step

Step 1 — Open the Official Portal

  1. Open Chrome or any browser on your Android phone, iPhone, or computer.
  2. Type pmybals.pmyp.gov.pk in the address bar exactly as written.
  3. Before doing anything else, check the URL bar. Confirm it reads pmybals.pmyp.gov.pk — not a variation, not a lookalike site.
  4. The official homepage has a green and white government design. An “Apply Now” button appears in the centre of the page.

If the page does not load, your connection may be slow or the portal may be under brief maintenance. Wait 5 minutes and try again. Do not use any other website that claims to be the PM Youth Loan portal.

Step 2 — Enter Your CNIC

  1. Tap or click “Apply Now” on the homepage.
  2. A new screen opens with a single field asking for your CNIC number.
  3. Type your 13-digit CNIC without dashes or spaces. Example: 3520112345678.
  4. Tap “Next” or “Proceed.”
  5. The system checks your CNIC against NADRA records instantly. If an error message appears, read it carefully and note the exact wording before closing.

The most common CNIC errors at this stage are an expired CNIC, a CNIC with a pending NADRA block, or a typo in the number. Double-check the 13 digits before proceeding.

Step 3 — Mobile Verification (OTP)

  1. A mobile number field appears on screen.
  2. Enter the mobile number registered on your own CNIC — not a family member’s number.
  3. Tap “Send OTP.”
  4. A 6-digit OTP code arrives by SMS within 2 minutes. It works on Jazz, Zong, Telenor, and Ufone.
  5. Enter the 6-digit code in the field shown on screen.
  6. Tap “Verify.”
  7. The OTP is valid for 3 minutes. If it expires before you enter it, tap “Resend OTP.” Do not refresh the page — refreshing cancels the session.

If the OTP does not arrive within 5 minutes, close the browser completely, wait 10 minutes, and restart from Step 1. The most common reason OTPs fail is using a SIM not registered to your own CNIC.

Step 4 — Fill Personal Details

  1. A personal information form opens. Fill each field carefully.
  2. Full Name — type your name exactly as it appears on your CNIC. No short forms or nicknames.
  3. Father’s Name — exactly as on your CNIC.
  4. Date of Birth — use the format shown on screen (DD/MM/YYYY).
  5. Gender — select Male or Female.
  6. Province — select your province from the dropdown.
  7. District — select your district. This field determines which partner bank your application is sent to for review.
  8. Tehsil — select your tehsil from the list under your district.
  9. Permanent Address — type the address registered on your CNIC.
  10. Current Address — if you live at a different address, enter your current address here. The bank may use this address for contact and branch allocation.
  11. Consumer ID (Home Electricity Bill) — enter the Consumer ID from your home electricity bill. Find it printed near the top of your bill, next to “Consumer No.” or “Reference No.”

Every field in this section must match your CNIC exactly. Mismatches between the form and your CNIC records are one of the most common reasons applications are delayed or returned at the bank stage.

Step 5 — Enter Business Details

  1. Business Category — select from the dropdown: Manufacturing, Services, Trade, Agriculture, or IT and E-Commerce.
  2. Business Name — your current business name, or your planned business name for new ventures.
  3. Business Address — the full address where your business operates or will operate. This should be within your selected district.
  4. Consumer ID (Business Electricity Bill) — enter the Consumer ID from your office or shop electricity bill, if you have one. Leave blank if not applicable.
  5. Business Status — select New Business or Existing Business.
  6. Years in Operation — enter how many years the business has been running. Enter 0 for a new business.
  7. Number of Employees — current employee count. Enter 0 if starting fresh.
  8. Annual Business Turnover — your approximate annual revenue. Enter 0 for new businesses.

Be honest and consistent in this section. The figures you enter here are cross-checked against your feasibility study at the bank stage. Numbers that contradict your business plan are a common reason banks ask for re-submission.

Step 6 — Choose Your Loan Tier and Amount

  1. Loan Tier — select T1, T2, or T3 based on the amount you need.

T1: Rs. 100,000 to Rs. 500,000. Zero markup (interest-free). No collateral required — a personal guarantee or family guarantee is enough.

T2: Rs. 500,001 to Rs. 1.5 million. 5% annual markup. Collateral may be required depending on the bank.

T3: Rs. 1.5 million to Rs. 7.5 million. 7% annual markup. Collateral typically required — immovable property or liquid security.

  1. Loan Amount Requested — enter the exact amount you need within your chosen tier. Do not request more than your feasibility study supports. Banks cross-check this number against your business plan, and requesting an inflated amount is a rejection reason.
  2. Loan Purpose — write a clear, short description of how you will use the money. Example: “Purchase dairy animals and fodder equipment for new livestock unit in Faisalabad.”

For a complete breakdown of all three tiers, monthly repayment calculations, and equity requirements, read our PM Youth Loan Tiers — T1, T2, T3 Amounts Explained guide.

Step 7 — Upload Your Documents

  1. The upload section appears after the business and loan details. Each document has its own upload button.
  2. CNIC Front — tap the upload button, select the front photograph of your CNIC from your phone gallery. File size must be under 2MB.
  3. CNIC Back — upload the back photograph of your CNIC separately. Under 2MB.
  4. Applicant Photograph — upload your recent face photograph. Under 2MB.
  5. Business Feasibility Study — upload your business plan as PDF or image. Under 2MB. This is the upload that causes the most problems — if your file is over 2MB, compress it using any free online PDF compressor before returning to this step.
  6. Vehicle Registration Number — if any vehicle is registered in your name, enter the full registration number in the field provided. Leave blank if not applicable.

After each upload, the portal shows a small tick or confirmation icon next to the file. Check that every document shows a confirmation before proceeding.

Step 8 — Review and Submit

  1. A summary screen shows all the information you have entered. Read every field carefully.
  2. Check your name, CNIC, district, loan amount, and uploaded documents.
  3. The form shows a warning at the top: “Submitted form cannot be changed — wrong information can affect approval.” Take this seriously. Once submitted, no edits are possible.
  4. If everything is correct, tick the declaration checkbox confirming the information is accurate.
  5. Tap “Submit Application.”
  6. A confirmation screen appears with your Application Reference Number. Screenshot this number or write it down immediately. You need it to track your application status.

An SMS confirmation also arrives on your registered mobile number within a few minutes of successful submission, according to the official PMYB&ALS portal.

After You Submit — What Happens Next

Your application goes to the partner bank assigned to your district. The bank reviews your submitted information and feasibility study. A bank representative contacts you on your registered mobile number within 7 to 15 working days to schedule your branch visit.

At the branch visit you bring: original CNIC, two passport photographs, your printed or digital feasibility study, and any supporting business documents the bank requests. The branch visit is where the bank does its final due diligence and credit assessment.

The full processing timeline from online submission to loan disbursement is approximately 45 days, according to Bank Alfalah’s PMYB&ALS page.

To track your application after submission, log in to pmybals.pmyp.gov.pk using your CNIC and reference number. For a detailed walkthrough of every status message and what it means, read our PM Youth Loan Application Status Check guide.

What to Do When Things Go Wrong

CNIC Error at Step 2

Read the exact error message. “CNIC not found” means your CNIC may have an issue with NADRA records — visit your nearest NADRA office with your original CNIC to confirm it is active. “CNIC already registered” means an application under your CNIC already exists — log in to check the status of that application using your reference number at pmybals.pmyp.gov.pk.

OTP Not Arriving

Wait 5 full minutes before requesting a resend. If still not arriving, your SIM may not be registered to your CNIC. Check which CNICs are linked to your SIM by sending your CNIC number as an SMS to 668 from that SIM. The reply shows the registered name. If it is not your name, use a different SIM that is registered to your own CNIC.

Document Upload Failing

File too large is the most common cause. Compress your PDF at ilovepdf.com or use your phone’s file manager to reduce image resolution. If the portal shows an upload error after compression, convert the document to JPG format and retry.

Portal Not Loading or Freezing Mid-Application

The portal experiences heavy traffic during peak application periods. Try accessing it before 9am or after 10pm when traffic is lower. Using WiFi instead of mobile data also reduces freezing. If the session times out mid-application, your entered data is lost — you must restart from Step 1.

Application Submitted but No SMS Received

Log in to pmybals.pmyp.gov.pk and enter your CNIC and the reference number shown on the confirmation screen to verify submission. If the portal shows your application as received, the submission was successful even without the SMS.

Bank Not Contacting After 15 Working Days

Log in to pmybals.pmyp.gov.pk to check your application status. If the status shows “Forwarded to Bank” but no contact has been made, call the Kamyab Jawan helpline at <a href=”tel:08002647″>0800-26477</a> — free from Jazz, Zong, Telenor, and Ufone. Have your CNIC and reference number ready before calling.

If your application was declined, the reasons and the appeals process are covered in our PM Youth Loan Rejected — Reasons and What to Do guide.

FAQ

Can I apply for the PM Youth Loan on a mobile phone?

Yes. The application at pmybals.pmyp.gov.pk is fully mobile-compatible and works on any Android or iPhone browser. The process takes 20 to 30 minutes. Make sure all your documents are saved on your phone before starting, as the portal does not allow you to pause and resume a session.

What if I do not have an NTN before applying?

You must register for an NTN before submitting your application. NTN registration is free and available at fbr.gov.pk. The process takes a few minutes online if you have your CNIC and mobile number ready. Do not attempt to apply without an NTN — the form will not proceed past the personal details section.

Can I save my application and complete it later?

No. The portal does not have a save-and-resume function. If your session times out or you close the browser, all entered information is lost and you must restart from Step 1. Prepare every document before opening the portal.

How do I know which loan tier to apply for?

T1 covers Rs. 100,000 to Rs. 500,000 at zero markup with no collateral. T2 covers Rs. 500,001 to Rs. 1.5 million at 5% annual markup. T3 covers Rs. 1.5 million to Rs. 7.5 million at 7% annual markup with collateral typically required. Choose the tier that matches the amount in your feasibility study — requesting more than your plan supports is a common rejection reason. For full details on each tier, read our PM Youth Loan Tiers guide.

What happens after I submit the online application?

The application is forwarded to a partner bank in your district. The bank reviews your details and feasibility study. A bank representative calls you on your registered mobile number within 7 to 15 working days to schedule your branch visit. You bring your original CNIC, two photographs, and your feasibility study to that visit. Total processing from submission to disbursement takes approximately 45 days.

My application status shows “Forwarded to Bank” but no one has called. What do I do?

Wait up to 15 working days from the date of submission. If no contact is made after that, call the Kamyab Jawan helpline at <a href=”tel:08002647″>0800-26477</a> (free from all networks) with your CNIC and application reference number ready. In practice, applicants in smaller cities and rural districts sometimes wait slightly longer than those in major urban centres — calling the helpline is the fastest way to prompt follow-up.

Can government employees apply?

No. Government employees are not eligible for the PMYB&ALS scheme, according to the official portal at pmybals.pmyp.gov.pk. The scheme is designed for resident Pakistanis who are not currently employed by any government department.

Visit pmybals.pmyp.gov.pk now to start your application. If you have not yet prepared your feasibility study, read our SMEDA Business Plan for PM Youth Loan guide first — it is the document most applicants are missing when they try to apply.
